Zoro was just really out there getting bounties and catching bad guys, actually contributing to society and never intending to become a pirate, but those dumbass goverment hoes managed to fuck up so bad that he ended up having to pick criminal life. Imagine fucking up so bad that the dude explicitly NOT wanting to be a pirate becomes one. they really deserved one of the most terrifying dudes in the generation to turn against them and now they be cryn’

same with Law, actually, dude would have just  become the town’s Dr. Sexy with a wife and some kids, probably never in his life even leaving for the next village. then when they genocide his town and he becomes a pirate and fucks them over they’re all

honestly the world bulding in Op really is top tier… in so many other stories the supposedly bad goverment isn’t even that bad or more like the writer creates an actually well oiled and realtively liveable society and when the big bad goverment comes into focus it’s some *shocking* dirty secret every time, so the reader can have a reason to hate it,even though taking it down realistically would probably cause a lot more problems than the benefits, but people like a good rebel story, right?

and as OP goes, you slowly realise that things are a lot worse than they seem first  

for example, it’s not just plot/gold rogers reasons that there are so many pirates. it’s all the WG’s corruption and the bad management and the malice that’s a direct cause. it’s not that they deserve to burn because they “uwu kidnapped Robin, a pirate” and that our mains chs love her - it’s that she was forced into that way of life. It’s how Law never had the chance to have the picket fence life. It’s how the WG was going to let Alabasta and Dressrosa burn,, the White Town, how they ruin the countries not paying the Celestial Gold, how Whitebeard’s country was left alone and to be prayed upon, so kids like him were destiened to become outcasts too.  

 it’s that we got all the ‘big bad” goverment moments like Ohara or Enies Lobby, sure, but thing also works on a systematic level. We are not just seeing the deeds we also see the consequences. it’s that we understand a lot of shit in retrospect.

tldr You started the series? Well, there’re a lot of pirates bc it’s a story about pirates, and they move the plot, right? You’re 700+ chapters in? Well if the government just stopped making everyone’s life hell then maybe they’d stay home farming or some shit and and going to the ‘Death Sea” to find a treasure no one could in 20+ years would not be a reasonable life prospect. Both takes are simultaneously true, it fits both on the simple storytelling and the meta level too, and it’s just one of the thousand little details that start to fit into the big picture as the story goes by.
